This is not a national registry, but a state-level (as opposed to federal) registry in the state of Guanajuato for transport/transportation/motor vehicles, or however the concept of "tránsito" might best be understood in the target country.
"Tránsito" in Mexico is a term used widely in government to refer to traffic and vehicle administration (for drivers' licenses, vehicle registration and traffic violations), and an "agente de tránsito" is a policeman who issues tickets or citations for traffic violations. I don't think "transit" is used in the same way in English, therefore it's a bit of a false friend.

Como lo sostuvo la Suprema Corte de Justicia de la Nación en la controversia constitucional 2/98, el concepto de "tránsito" y el de "transporte" son distintos. Así, el servicio público de tránsito es la actividad técnica, realizada directamente por la administración pública, encaminada a satisfacer la necesidad de carácter general de disfrutar de seguridad vial en la vía pública y poder circular por ella con fluidez como peatón, como conductor o como pasajero, mediante la adecuada regulación de la circulación de peatones, de animales y de vehículos, así como del estacionamiento de estos últimos en la vía pública.

DEL REGISTRO ESTATAL DE ANTECEDENTES DE TRÁNSITO
Artículo 152.- El Registro Estatal de Antecedentes de Tránsito es el sistema a cargo de la Dirección General, diseñado para el control y seguimiento de información relativa a los vehículos, conductores y propietarios de éstos, así como de los incidentes de tránsito que se susciten sobre las vías públicas del Estado y los Municipios.
El objeto de dicho Registro será el de llevar el control estadístico del historial de conductores, vehículos y hechos de tránsito asociados a éstos, así como el establecimiento de políticas públicas para la prevención de accidentes y el fomento a la cultura vial.

I think in Canada, a "dirección de tránsito" would be closest to a "motor vehicle department/division", so perhaps you might also think about using "motor vehicle registry", although I'm not sure if that would also include the idea of traffic violations.

Oops... I meant to write "State Registry ..." and quoted ReNAT given the similarities in functions, albeit ReNAT is an Argentine institution, and you need the State of Guanajuato, Mexico, but the basic idea is the same, i.e. Registry of Transit Records.

Yes, I made an error and stated "National" instead of "State", but I am fully aware that it is Mexico (Guanajuato); I believe that the troublesome word here is "Antecedentes"; I did mean to write State Registry.
