Also, in diesem Fall verstehe ich den Begriff "auffordern" nicht..., wie ist das zu verstehen...

It's a bit tongue-in-cheek. If the user turns the ventilator as high as it can go (Sturmböen),
the quality of silence is no longer applicable.
