I don't think "vitalicio" goes with "personal académico"; I think it goes with "jubilado". The status of "jubilado" is vitalicio; in other words, the retirement is permanent.

I have been wondering whether "vitalicio" might have another meaning: retired with lifelong pension rights. There are numerous references in Venezuela to the fact that jubilación in the public sector is a "derecho adquirido vitalicio", which in practice means that the associated benefits are for life. This, for example, is from a USB document:

"Que la jubilación constituye un derecho adquirido vitalicio e intransmisible por acto entre vivos que corresponde a los miembros del Personal Académico, Administrativo y Técnico de la Universidad Simón Bolívar"

After all, "jubilación" means both retirement and pension (see just below this "con una jubilación mensual de BsF ...". However, I am doubtful whether "vitalicio" has this meaning here. "Permanently retired", retired for the rest of the person's life, seems a more natural reading.

Venezuelan academics often seem to take retirement relatively earlier to make room for the younger generations, but they can be re-employed on a fixed-term basis so that the university benefits from their experience.

Since the lifelong nature of academic retirement benefits is automatic in Venezuela, it seems redundant if that is the meaning. I think it's more likely that this person is retired by currently re-employed by the university, and "vitalicio" is there to make it clear that the person has not come out of retirement, but is employed as a retired person.
