This is a list of activities to be developed during the 3D modelling of an oil refinery facility. In this context, I don't think "table tops" means the surface or top of a table. It just doesn´t add up.
Table tops could also refer to the machines or equipment designed to be used on a table, but this is not something you show at a 3D modelling of a refining facility, which is concerned only with structures and major equipment.

The 60% 3D Model review shall integrate as a minimum, but not limited to:
- The actions resulting from the 30% model review
- All other piping largely completed
- Orientation of ladders, stairs, platforms on vessels and columns
- Platforms for valves and equipment and operation
- Permanent cranes and hoisting beams
- Final dimensions of table tops, structures and steel constructions
- Safety showers and eye-wash locations
- Above ground instrumentation and electrical tray routing
The 90% 3D Model review shall integrate as a minimum, but not limited to:
- The actions resulting from the 60% model review
- The model shall be substantially completed, including instrumentation.
- XXX shall demonstrate after the 90 % phase completion of the Model that YYY comments have been incorporated accordingly.
