I'm not sure but think "It" might be this! Because Nic has cerebral palsy and weak legs the car has had to be adapted for him. The clutch pedal has been moved to the steeing wheel and the brake and accelorator pedals have been adapted as well. as is clear from later in the script

Some adaptations were required for his cars. The accelerator pedal is pushed to the floor, the brake pedal widened, the seat raised and a hand clutch used.

A few adaptations have been made to the car in order to help me when driving. The first thing was to have the accelerator pedal pushed back to floor and the brake pedal widened so that I could push down rather that reach away, which is harder for me. I also had the seat raised by 100mm and a hand clutch mounted to the rear of the steering wheel so I didn’t have to use another pedal.

obviously if you can just use "pedal" it would be best as it's unclear which of the pedals is meant here but since the clutch has been moved to the steering wheel that can be eliminated. Som which of the other two brake or acceleretor is more likely with

Yes, I meant the second "it's", sorry if that was unclear.
"it's coming back" may refer to some technical situation on the car, perhaps the tires/wheels, as that is where they are looking.
