It literally means "the hypothetical situations (where this would be admissible, listed in Article 241) have not materialized" but that's rather ugly I'd say, so...
"...as it (the claim) does not conform to/fulfil the criteria considered in Article 241..."

Hypothesis: assumption; proposition; hypothetical event
A common word in Romance languages as opposed to the EN mathematical overtones - obviously lost on the Irish-French playwright, Samuel Beckett, in Krapp's Last Tape where the climax of the play was the (meaningless) quote: ' Je cherche l’hypothèse de l’ hypothèse'.
In this case, no award of court costs was made as those scenarios, as set out in the CPC - 'disapplied' or did not apply.
I don't think that any tests had to be met, but I do take - rather than crib - Robert C's point.
