Antes de declarar abierta la audiencia, (en un documento que estoy traduciendo) la Juez "se constituye en audiencia"...

El texto dice así:

"La Juez X, asistida de su Secretaría de Acuerdos Y, con quien actua (sic) y da fe SE CONSTITUYÓ EN AUDIENCIA y declara abierta la misma..."

Does this just mean that she came into the courtroom and took her seat; is it a formal statement or action? And how would you translate this into English?
