Judicial Pienso que el "judicial" del español sale sobrando, ya que, por ejemplo:
- Certificado del pasado judicial (Ecuador) se traduce como "certificate of criminal record".

Es decir, debe utilizarse "penal" o "judicial" pero no ambos a la vez. Reconozco, sin embargo, que así, con redundancia, es como se dice en algunos países de Sudamérica.

official certificate of prior criminal record

This would work if the individual for whom the record is being obtained actually has a criminal record. But if the intent is that said certificate indicate an *absence* of a criminal record (say, as part of a job application), then it would have to be something like:

official certificate indicating absence of criminal record

Thank you, Holly.

Thanks, TLDC.
agree Lydianette Soza : Agree with Ray 'Certificate of lack of criminal records” but in plural?

Plural would not work here. There is one composite "record" for each individual. Thank you.

police clearance certificate

self-explanatory
Peer comment(s):

agree TechLawDC : "police clearance" is more idiomatic than "p.c.c.", in my experience.

criminal record disclosure

If it's for the UK, it's a criminal record disclosure. I had to get one last year for Spain.

In Spain, this certificate is to show whether you have a criminal record or not. I have one from last year. Needless to say, I do not have a criminal record!
Example sentence:

Criminal record disclosure Guidance on criminal record checks from the Disclosure and Barring Service (DBS) for recruitment and protection.
