"To toggle" significa commutare da uno stato all'altro (in questo caso, probabilmente, attivando o disattivando una determinata funzione; probabilmente è quello che fa il boss quando la segretaria gli dice "c'è Tizio al telefono- che faccio, glielo passo?" e allora il boss "toggla" per parlare con Tizio).
