Translating a material test report and can't understand what does the abbreviation 部质检授字 (and then the number) under a "MIIAL" logo (like on this picture http://www.itstec.org.cn/edit/UploadFile/2009413101347695.jp... exactly mean. Any ideas? MII is probably the Ministry of Information Industry (which, hovewer, was restructured in 2008) or MIIT (Ministry of Industry and Information Technology)

Abbreviation "AL" after the ministry name must be standing for "Approval Letter".
Certificate is normally 证书, but Сертификат качества could be more appropriate for the context.
