I think the "penal" part can be slightly misleading. "Para" in this sense, would mean "beyond." If you broaden "penal" slightly, I think we're basically looking at series of allegations "serie de alegaciones" whose nature "carácter" is beyond the legal (penal) matter at hand.

The prefix "para-" has several possible meanings; here it seems most likely to designate something abnormal or defective in the Foucaultian sense.
It could of course also be used in the common way of something of a higher status e.g. arguments from an ethical basis. Bu they would also be defective!
