I think "academic continuity" is not specific enough (and actually it normally means continuing with academic activities despite disruptions). "Maestría" means master's degree, and this has got to be expressed.

It will have to be changed round a bit; I'd suggest something like "It is envisaged that certain specialized courses can be carried over to a master's program". I agree with you that the sense seems to be that you do an especialidad and then this is validated to give you credit towards a master's.

The expression "carry over" is used in the UK, as it happens; this following page is about carrying over undergraduate credits, but the principle seems to be the same:

1. QUESTION:
If a student carries course units to the 3rd year and passes them, his 2nd year marks get raised if appropriate, and the mark for carried course units are not included in his 3rd year average."

Here "Continuidad en maestría" seems to mean this:

"Cabe recordar que en el año 2000 dio inicio el programa de maestría y el de Especialidad en Derecho Procesal, en el campus Chetumal, con una matrícula, en el primero, de 25 estudiantes y en el de especialidad 18. Los del programa de maestría concluyeron en el año 2002 y los del programa especialidad con continuidad en maestría en el año 2003."

It seems you can either do just the especialidad, or the especialidad con continuidad en maestría, which must mean doing the especialidad and then going on to do a maestría, so that the especialidad counts as the first part of the maestría program.
