It is not to be taken literally. It means that Hitler (he) is always there, everyone can see him as THE symbol of evil. His life, his image (physical image) as well as his actions remain for all to see and recognize as evil.

I think this is what it means, but the writer has chosen a much more vivid and physical metaphor to express the same idea.
That's what writers are for.
