The literal meaning is that the settlement of the invoice is still to be received (no idea whether the invoice has been partially paid or not, though). A company can issue many "fatture di acconto" and one "fattura di saldo", all of which are paid separately, or just a single invoice, which i this case has been partially paid but not totally settled. More context could be helpful.

Balance of invoice to be received

This can be an item/account on a balance sheet. For example, if a company issues a purchase order for a fixed amount to a supplier of goods/services, and the supplier provides the goods/services but does not yet submit an invoice, the company would book this to liabilities as an "invoice to be received".
