The reason why I like to specify the competent authority concerned, it is bec. second level or third level authority (as the case maybe) can only be 主管科長 or 主管主任.

All the government departments (not only the Food and Drug Administration and other departments in connection with healthcare and medical issues) can use this legal expression ("本案依分層負責規定授權主管科長決行") in their official documents. Hence, I personally think that you don't need to specify the competent authority concerned.
Moreover, some people simply use "To be decided by the department chief" for the translation of this expression. Although this translation is simple, I think the notion of "分層負責" should be added to the translation.
