I am not sure if the word "端" means "end" in the following context:
一度開封した端資材は、使用期限内までの管理 として、箱物は内層袋を閉め、外装箱の口を密閉する。
Can it be translated as end-material?

I agree that the phrase "一度開封した端資材は" can be translated as "Once a bag/box is opened..."

This is the whole context:
端資材
一度開封した端資材は、使用期限内までの管理 として、箱物は内層袋を閉め、外装箱の口を密閉する。
So I think it is necessary to find an equivalent of"端資材" in English.

端番号 is also used in another section of the document. So I guess the kanji "端" herein may not be relevant to 端 in '端材".

いったん開封された資材、という意味だと思います。その前の「一度開封した」を言い換えているのでしょう。ここでは「端資材」そのものを訳出する必要は無いと思います。

Further explanation:
端 here means "incomplete" " less than a whole unit." So, if you have to, you could render it as "incomplete box/bag." Look up dictionaries for
端株、端切れ、端数
then you will get the meaning. It is pronounced as "ha" not "hashi." 端資材 is not a standard expression, though.
