what I meant is that here delega is referred to something related personally to the Minister. It is "his" delega, not a "legge delega" (though you are right, there must be a supporting law for this delega)

There is a lot of information in the little context. There is a minister so we have the government. There is a reference, albeit confused, to a "termine" and the absence of a proposal, which fits well with the powers of a legge delega which lapse if not used by a certain time http://it.wikipedia.org /wiki/Legge_delega . It certainly isn't a delega given by the Board of Directors of a company, but even if it were, the wording would probably be the same, although they would not "decadere ipso iure".
