¿Podría ser "administrative office" en este contexto?

There is more to context than just words... Please notice the excellent use of punctuation in this sample text. I do not believe this term could be “among others” simply because if it was, there should be at least another comma, (I would use two). It is, of course, possible that the author “missed” placing the commas there, but judging from the rest of the punctuation, I think it is highly unlikely.
