Literally, undian means lottery, sweepstakes, and their synoyms.

However, in this context, I believe the word refers to the method to make decision on individuals. E.g. who will chair the board? Is the director's accountability report acceptable? and other things related to roles and responsibilities of individuals or group of individuals.

This is supported by the following reference, where undian is made synonymous with pemungutan suara (which is voting in English).

However, the differences between vote and voting should be taken into account. Both words can function as a noun. There are clear differences in their semantic aspects and/or syntactical or grammatical positions.
