I have reconsidered and removed my previous suggestion, as I believe that razón is used here quite correctly to mean"ratio". See following from a KPMG report:
Economic capital (ECAP) is defined formally as follows: Economic capital is the amount of capital a bank needs to hold (i.e., shareholders have to invest) given its entire risk and return structure in order to limit the probability of bankruptcy over a specified time horizon.
ECAP therefore explicitly links the risk appetite of the shareholders to the actual risk assumed by the bank.

Discussion
The capital itself is not the business's justification or reason for being, it is the source of its existence, what made it possible (financially).
With respect to use of the word "razón" in the original text I completely agree with Bill. It is very confusing
