a 15 p in the pound income tax is supplemented with

English Other Public transport funding
In Hong Kong a 15 p in the pound income tax is supplemented with huge revenues from Government land leases.

Does this mean that in Hong Kong for every pound coming from taxes there is an additional 15 pence coming from Government land leases?

Probably not.

Here is how I interpret it.

In Hong Kong the government collects revenue from income taxes and from land that it leases out. While the 15 pence/pound income tax rate is modest, yet the revenue from the land lease is huge.

The idea is that the huge revenue from leasing land owned by the government compensates for the small revenue obtained from the low income tax rate. How\'s that?

No - for every pound paid in tax the government takes 15p for public...

transport. This not being enough, it also uses money that it gets from renting or leasing out land to make up the shortfall. OK?
