: This could be used, depending upon context. But it seems to me that "cable owners," or "pipe owners" could be misunderstood as ambigious in English.

: in the reference doc, the context is given in full before they use this term. I'm not so sure that in a shorter document the asset would be understood (which is probably why it has been added in brackets)

The thing is these guys are in the business, they should have a better idea than we do. So in the context given we know this involves utilities and don't need to identify more. In a shorter context 'utility asset owners' should say it all!

On privatisation of utilities, the networks were separated from the service supply, and these two parts were in turn split into smaller entities and sold with the aim to encourage competition. The owners of the utility networks and the service suppliers are both responsible for the delivery of essential services to the end customers.
Utility networks include networks for transmitting and distributing electricity, gas, sewage, water and telecommunications. Examples of network facilities include powerlines or pipes over or under land, and telecommunications cabling.
