The text in question appears at the end after "comunicaciones". I tried to provide as much context as I could from a reference document. I am translating lastres as "ballasts", but I can't seem to find references in context for smelting or melting + ballasts. I'm guessing this is smelting of ballasts, but would like to confirm. Thank you.

The term "precast concrete" has indeed been established for about a century, but other than that, you will not often see "cast" on a drawing or a specification for concrete. I know that metals can be forged, but that is not the case with concrete.

Concrete can be "cast". It can also be referred to as "pre-cast" concrete. I'm not saying you cannot "pour" concrete, just in this case I think "cast" is better as it is a cylindrical shape for testing in the lab rather than a flat, poured concrete slab. Please see the following:

If you google cast concrete you can see any number of uses of the term "cast concrete". FYI metals can be cast or wrought. i.e. cast into a mould or wrought for freeform working.

Must be some misunderstanding here? The "cilindros" in the text are for determining the compressive strength of the concrete in the slabs (or whatever), the testing is done on cylinders made from the concrete mix for the slabs. And "casting" is for metals, concrete is "poured".

Yes. You "cast" concrete (with or without additives), i.e. pour but not necessarily in slabs. In this instance it is in cylinders or cores. Therefore, in my opinion, "cast" is better than "pour". I would put: Casting of a ballast sample was carried out ...

I cannot understand the expression in any other way than as the pouring of concrete slabs for use as ballast or whatever. The text states that the slabs are made of concrete with fiber reinforcement (polypropylene fibers). The contractor has issued an invitation to the testing of these slabs.
