Conforming to the decision taken in Abidjan during the first edition of the Africities Summit in 1998, Mayors and elected officials decided, during the second edition of the Africities Summit in 2000 in Windhoek, to set up a unified African municipal movement. With a view to making this unified African ***municipal*** movement a reality, the Mayors and elected decided to set up the Council of ***Cities*** and Regions of Africa (CCRA) which would operate for an initial period of three years starting from the year 2000, with the mission of coordinating the three continental bodies of local authorities which are: the African Union of Local Authorities (AULA), the “Uniao das Cidades Capitais Luso-Afro-Américo-Asiaticas” (UCCLA) and the francophone Union of African Towns (UVA). In the second phase of its existence, CCRA would become the unified organ of African local authorities during which Africa’s representation in the future world organisation of united cities and local authorities, which will be set up in the year 2004, will be decided. The unification congress will be held within the fringes of the Africities Summit scheduled to be held in Yaounde, Cameroon from 2 to 6 December 2003. During this period, the statutes, the organisation and program of activities of the new organisation will be adopted. The Mayors and elected officials who were present in Windhoek requested the Municipal Development Partnership, which is the institutional and technical support structure of the national associations of local authorities to assist them in setting up the CCRA and preparing the commencement of its activities.
