It seems that "economy of collection" goes back to Adam Smith:
Perhaps first expression of tax policy principles date back to Adam Smith in 1776 in his seminal work, The Wealth of Nations. His four principles were equality, certainty, convenience of payment, and economy of collection.

Discussion
These may well be in the mind of the tax office but I do wonder if they are the only principles.

'cost effectiveness' does not seem to be given priority (or even mentioned) no more than social justice for example
