وكيل عادي

An attorney-in-fact is "someone specifically named by another through a written power of attorney" to act for that person in the conduct of the appointer's business.

(This as apposed to an attorney-at-law who is qualified and licensed to act for plaintiffs and defendants in legal proceedings.)

وكيل مفوض

It can be compared to attorney-at-law, which means "وكيل قانوني". Here, an attorney-in-fact is someone (may be a lawyer or not) who is given a written authority to act on behalf of another person. Therefore, he is an attorney (وكيل) with an authority (تفويض). I go for وكيل مفوض.
