"....cal transformar la concepció dirigista, «clientelar» i burocràtica de la funció pública al sud europeu en una de basada en l’eficiència econòmica i l’eficàcia social."
Can anyone come up with a decent option here? I have been toying with "Client driven", but I feel on shaky ground there.

I'm pretty sure it's related to clientelisme:
"m POLÍT Pràctica política o social basada en l'afavoriment de determinades persones, grups, etc. amb protecció econòmica i social o privilegis, com a compensació al suport polític o electoral. "
From what I can see, "clientelisme" is often rendered along the lines of "the political machine." Not sure if there's a good adjective for it...I'll let you know if I can think of one!

- pork barrel spending (may be too narrow for this context)
- political patronage
- favoritism
And a few other related terms that popped into mind:
- pandering
- cronyism
