Sounds like a play on the expression 'heads will/must roll' and perhaps crest to denote a royal family / dynasty

Royalty must be removed/killed/finished

Agree with Simon, but think it's not just "ruling families" but all Royalty that must be finished. It's clear this is about removing royalty completely. As Simon says, this is linked to the expression "Heads will roll" and also linked, I would say, to the heads literally rolling at the guillotine in the French Revolution. "Off with their heads!" was the cry

"every hand grasps at a scepter, that kings may be no more" is about democracy or the will of the people taking hold; everyone having a chance to be "king=scepter"

and removing (crested) aristocracy or the nobles supporting the Royal family is also implied I think (as in the French revolution when the aim was to remove all "crests" or nobility and all men to be considered equal).

Expression is now used to refered to for to knocking people out of their positions or getting rid of people doing their jobs badly.

just a guess but it sounds like a play on the expression 'heads must roll'

I've used removed because it doesn't read to me as being specific as to whether the royal should actually be killed or not. Clearly the expression 'heads will roll' implies this but it is used, nowadays at least, in a figurative sense.

Assuming you're translating into Russian, it should hopefully be clear from the wider context what is most suitable.
