people always asking about inner feelings

not sure but the way I read it. The next part says that

" that no Mardian can out with his heart," i.e. that they cannot express their inner feelings

so, I think here Yoomy "sighed" because people are always asking about feelings ("scouting") but he is unable to express what he is feeling (so it's a bit pointless asking him)

"scout" normallly means to sound out/investigate ....
