misfitting or inappropriate clothes

The Free Dictionary: 1. (of hair or clothing) loose and fluttering

On the other hand, the Urban Dictionary suggests another possible meaning:
"To describe a past sensation of any form that is now over used or 'way over it's head' and boring. Living, no, surviving just on the fact that it used to be cool"
It could be that, in the context, "flyaway" means that her clothes were outdated, out of fashion, or maybe were clothes appropriate to the girl she was but not to the woman she is becoming and in this sense "used to be cool" when a girl but no longer are.

After all, Jo is a tomboy who does not want to be a girl or look girly. She wants to be "the man" of the house in her father's absence
