On parle ici de l'analyse de la charge du trafic...(dans le cadre de la construction d'un axe routier).

"nombre équivalent de charge axial simple" As this a about the traffic load that the future road will have to take, this seems to be the right option.
Namely, the "charge/pressure" the road will have to sustain is really expressed by the total tonnage that will be rolling over it.
Instead of using tons, another more meaningful unit is used, which relates to the number of vehicles (it's more intuitive to count vehicles on a road). As not all vehicles are the same, but all have a number of wheel axes, the chosen "base unit" for conversion of tons into number of vehicles would be "charge axial simple" a "standard load on any single axis".
This ought to be the right option!
