This appears at the bottom of a letter from an IRB (Institutional Review Board) to doctor in charge of a clinical trial. The letter is from Peru.

"El número de la Garantía Federal de la IRB es IRBxxxxx."

I could just translate the words as Federal Guarantee, but I'm afraid I might be missing the point. What is this Garantía Federal in Peru, and what is the best way to say it in U.S. English?
