I know the meaning of "año movil", in fact, there are several. My concern, as you suggest, is 'Marginal'.
BTW, "ret" here is 'retenido'

I'm not sure what the answer is, partly because I don't know what "principales conductos" means. Margin?
"Ret" could be "retroceded".
