I looked up concordante in the glossary, and there were lots of entries that answered your question (I assume you know what modificativos are).

Pretty standard legal jargon. From Uruguay. Here is an example:
Decreto Departamental de Montevideo 33.072 de 27 de agosto de 2009 prorroga por el plazo de 30 días a partir del 28 de agosto de 2009 el régimen de facilidades de pago previstos en el Decreto Nº 32624 de 14 de agosto de 2008. Modificativos y concordantes (Acta 1462; 2 artículos; p. 1)

Need more context Eg. the preceding and following sentences. "Modificativos" might be "amendments thereof" but we would need to see more context to be sure.
