MEDICARE means “The Health Insurance for the Aged Act, Title XVIII of the Social Security Amendments of 1965 as Then Constituted or Later Amended,” or “Title I, Part I of Public Law 89-97, as Enacted by the Eighty-Ninth Congress of the United States of America and popularly known as the Health Insurance for the Aged Act.
La forma de redacción que se me ocurre no me convence totalmente. Cualquier sugerencia será agradecida.

En 1965, se hicieron dos enmiendas (introducción del título XVIII y XIX) a la Ley de la Seguridad Social de 1935, estableciendo así "Medicare" y "Medicaid".
La redacción de la frase debe contemplar pues que el referente es "el título XVIII"...
