equivalence of professional qualifications is a major issue in the EC - see for example the European Convention on the Equivalence of Diplomas

the diploma in .... surgery... is officially recognised by the Ministry

The Education Ministry recognises the diploma submitted it by the candidate as having equivalent status to a diploma issued in France. So the holder of the diploma can be recognised and thereby authorised to practise in France (I presume)
