They say this is US term, but I bet the brits has a similarly hard-to-define term.

This guy was driving an empty bus to get it from one place it wasn't needed to another place it was needed. I used to know this as 'deadhauling'--but I think that applies to road transport with an empty trailer.

disagree RBell01 : 'carriage transport' makes no real sense. 'carriage' is the area in which passengers sit. I would suggest 'if the train is to take carriages' in the context as it refers to whether or not the train engine will be pulling carriages on its journey
