I know all the words are easy, but I'm not sure what they mean in the context of nuclear fuel. Is it a product that is changing? developing? or simply "progressing....?" Thanks!

The previous sentence seems to be saying that there is already a problem of over-production but I am not too sure what exactly is increasing (the next sentence gives tonnes) but I think it is more than simply 'evolving' here.

"Evolving" isn't really wrong, but I don't think it is ideal here. A product cannot evolve, but not necessary in a "better" way. "Progresser" implies efficiency, more convenience, as it relates to technology, but perhaps I am splitting hairs. LOL.

I mean that a product CAN evolve, but it doesn't necessarily imply "improvement" or "more efficiency" in the way "advancing" does (which is closest to "progresser " here, imho).
It is a product that is advancing technologically-speaking. Very common way to express this in English.
