This sentence is taken from a property appraisal report drawn up in Spain at the request of the owners of the property for mortgage guarantee purposes. It says:
Limitaciones al dominio:
Hipoteca Banco: Hipoteca a favor de XXX.
No se ha descontado ningún importe debido a esta carga.
I don't understand what sum should or could be descontado. Do they mean they didn't value the property for less even though this carga exists or because of this carga ningún importe puede ser descontado. I'm not at all familiar with this topic so I don't even understand it in Spanish unfortunately!

I think your first reading is right - the meaning is that the valuation made is unaffected by the existence of a mortgage on the property.
