As I see it, an adjudicatory or governing body's 'se pronuncia(ra)' is a decision, judgment, verdict, etc. A respondent or accused individual's or entity's 'se pronuncia(ra)' is its response, statement, declaration, testimony. In this case, a response to the Mining Administration, we can infer to a charge, accusation, and/or investigation of some sort.
Example sentence:
