Considerando a possibilidade de tratar-se realmente de servidores públicos, fica a minha sugestão com os termos acima.

(regular) staff
"Servidor" is a common term for 'employee', as in "servidores publicos". I prefer 'staff' in this context because it's more informal and less specific. The "funcionarios" would be the managers.
