"Tranche" is not used instead of "phase". It means something different! A scheme might be divided into two or more tranches, which may be phased, separately tendered, even geographically distinct.

Depends on the client but in the railway industry, for example, the word "tranche" as in first tranche of work on an infrastructure project, is now common parlance. Like or not, c'est passé dans les moeurs !
Not sure how deep the acceptance goes, however, for example in other industries.

Perhaps I should make myself clearer since I have been called to task, and not for the first time in similar circumstances (good job I'm not paranoid!): I agree with those who claim that "tranche" started out life, when it crept into English with a financial meaning. However, over the years I have noticed a clear trend towards using the term for the phase of the works corresponding to the payment tranche - by extension as I have already mentioned.The result is that firms in the transport sector (maybe elsewhere also but I cannot speak authoritatively on that) tend to use the term "tranche" in English to mean a phase of a project, probably because of the fact that each phase has its own separate funding....
Not sure how deep the acceptance goes, however, for example in other industries.

: Are you sure that they are not using the term "tranche" because it is either funded or tendered separately from the next tranche?
