"calling on" is the natural reaction - but is there a more technical verb part?

It depends, if you don't need it to be too legalistic, then yes referring or making reference to would be fine.

Thanks Bourth. Depends what is needed: if it is more than referring and is appealing to the higher authority of the CRT, then "invoking" would be accurate.
