Are these actually "ducts" or are they "penetrations/ feedthroughs", i.e. holes through floors or walls for passing pipework, cables, etc.?

They are ducts for the prestressing tendon (rod), so I think you have given me the answer. Cheers.

grout pipe

Can't be sure with the context, but sounds like the pipe used to inject the cement gout to fill whatever cavity.

Is this about post-tensioned cables?
