The thing is, it's not a hat pin or a tie pin, it's a brooch. In the end, I've found that it's called a 'broche tige' as opposed to a 'broche épingle' ou 'broche barrette' which is a pin brooch! It a particular type of brooch quite old fashioned.

@ Tony You're right , that is exactly what I found on the net : c'est une longue aiguille avec la tête décorée , pour chapeaux ou cravattes , j'en ai trouvé plein.en français il faut chercher épingles

Yes, but... that's not what a 'stick pin' is at all! You're both talking about badges, but a 'stick pin' is very specifically an item of jewellery, with the specific characteristic that it tends to be long and narrow.

There seem in fact to be 2 different types (I'm wondering if this is a Transatlantic thing?)

Here's one that is just a pin with a decorative head; they don't all of them have a 'fitting' to hold them in — this is what I'd once have called a 'hat pin':

Then there is the other type, which seems to fit Asker's description better, and is indeed more like a tie-pin:
