Comment: "Thanks to everybody, particularly to Bill for his intensive research on the topic; however, I realized the correct "spanish" term here was bloque. Below some information from the same doc.
Pueden ser individuales sobre cada una de las aberturas (puertas o ventanas) o cubriendo varios buques de la misma fachada. That this document may have been translated back and forth, and my theory is this.
The word 'puntal' in Spanish can mean "Distancia vertical entre el casco y la cubierta principal. " or "la altura del buque" ie. of a ship.
It can also mean 'window sill'

Somebody somewhere has mixed up the two meanings of 'puntal' and it really means 'sill height' which would make perfect sense in this context.

How's that for a bit of linguistic detective work. !!!!!!!!!! Took me an hour to work that out. Pero no te paso el recibo.
