Leave as pro I find the notion that this is somehow beneath professional translators rather condescending, since it does call for some degree of thought, evinced by the range of suggestions.

Rejected my own idea I was thinking about "livable" city, but on googling discovered that this is used to talk about sustainable cities. So, so much for that!

Sí, quizás no es la opción más idiomática, de ahí que pusiera sólo un 2 en mi nivel de certeza, pero creo que se refiere a la posibilidad de considerar Oslo como una ciudad para vivir, y en ese caso sí tendría más sentido. Depende del registro del texto:)
agree neilmac : Pero solo con la forma informal "livable" en vez de "inhabitable", que no suena muy ágil. El original me parece un juego de palabras con "ciudad impossible" que resulta casi... impossible. Nil ab ilegitimi carborundum ;)
