Hablando de una niña de unos dos años, el texto dice que todo el mundo le llamaba "baby" pero que en realidad era más bien una "toddler".

Aunque he visto casos en los que llaman toddlers a los niños de 6 o 7 años, pero eso es para enfatizar que son muy pequeños, e inflar el volumen de una noticia.

No existe una palabra equivalente a toddler, así que la convertiría en frase.

what I understand from Tei's question is that the two-year-old child is called "baby" because she is simply adorable and it is a term of endearment, however she is not truly a "baby" since she can now feed herself and perhaps put her own shoes on, things that she could not do when she was smaller.
Definition: The term toddler comes from the way that children first walk, which is at first unsteady and more like a toddle than actual walking. There are different opinions about when this period actually begins and ends.
