sole trader

This is the formal definition in the UK at least. I for instance am referred to as a "sole trader" because I work on my own and do not employ anyone else.

You want a term that refers to ownership of the legal entity. The single-person owner may be different from the single-person employee operator.

whereas in the UK a person can simply declare themselves "self-employed", and immediately begin to trade, in France, as far I understand, a specific legal entity needs to be formed, which is subject to company law and regulation.

... so if this is being written from a French perspective, it may be that the writer has used the France-speciifc terminology without thinking too much about it.
