It may be tautology or not, but most police charges are criminal ones. The police are not involved in civil proceedings. Perhaps in the jurisdiction in question, there is a difference between criminal and police charges.

: it's not a tautology because several countries have a whole regime of separate Police charges that don't involve the criminal courts per se
